Ickly Bognostroclum (mostly refered to as just Bognostroclum) is an official member of M.A.V.O. (The Monsters and Villans Organization) and really plays the part of Quellor's "right hand man". He carries out basically the jobs of a person whose second in command. He calls mettings of M.A.V.O. when asked to do so by Quellor, he is the messanger for the Supreme Oppressor as well. He also takes care of the joining of new M.A.V.O. members. If you see Quellor, there's a good chance that Bognostroclum is in there somewhere as well.
